After the death of Kessler in InFAMOUS, the First Sons have a power vaccum, one of those who might fill it is the one who desires to reclaim his "rightful place", he wasn't confirmed dead after his last fight with Cole and with his TK, he could just as easily use it to slow his descent or even make himself fly by using it to propell himself.
